Below is an article by AxXium for Liberty that addresses the 2007 murder of a 16 year old Chicago boy that would lead to what is now H.R.45: (Blair Holt’s Firearm Licensing and Record of Sale Act of 2009), sponsored by U.S. Democratic Representative from Illinois 1st District - Bobby Rush.
While a terrible tragedy, the death of this boy is being used by Rush and the Democratic government as a tool to further an anti-gun agenda that seeks the eventual and complete disarming of the American public. Rush, himself has a questionable background that makes me question just why it is that he is allowed to be involved in American politics at all…let alone sponsoring legislation. It’s sad that the death of a heroic child can be so dishonored and diminished by politicians as to be used in such a manner. This unarmed boy acted as a protector of his fellow man and in so doing, gave his life.
Ask yourself…If there was just one law-abiding and trained citizen on board that bus that had the legal ability to carry a handgun…could / would the outcome have been different? Now, if there had been the potential of two, three good citizens with a legally carried handgun on that bus…would the only person with the courage or ability to act in the protection of another, have been a child. Perhaps Blair would still be with us. There is no way to know, but responding with misdirected anti-gun legislation does not address the problem nor does it work to secure anything other than the ability for the “Bad Guy” to continue, unobstructed, in his illegal and dangerous activities.

Who is Blair Holt?
February 4, 2009
I just had to know. Blair Holt was a Chicago teen that was tragically murdered May 10th of 2007 when another teen opened fire on a city bus. Blair was on his way to school. Here is the newspaper report of his funeral;
May 18, 2007 (WLS) — Family, friends and community leaders marched to the House of Hope
church Friday to say farewell to a Chicago teenager. Sixteen-year-old Blair Holt was shot and killed as he heroically tried to save someone else on a CTA bus. Holt is being remembered as an outstanding student and loving son. And his death has highlighted the community’s need to reduce gun violence.

- Hero – Blair Holt
Blair was by all accounts a great kid and his death, representative of many other young black men who are killing each other at a terribly disproportionate rate. Something is very wrong; the communities suffering this senseless violence are rightfully feeling desperate.
I absolutely relate to the pain felt by those who have lost their loved one to murder. My own brother was killed at age 29 without provocation. I cannot imagine darker grief than this. While Blair Holt’s murder has prompted some to carry on a crusade against handguns, the death of James W. Beach, Jr. spurred in me a white hot rage for any person who would channel their own anger, pain, confusion outward onto an innocent. I want to ban murder! I want people who harm others to be locked away.
My brother was not killed with a handgun. In fact, a bullet would have been more merciful.
The evil is the killing, not the method. The gun used to kill Blair Holt was in the possession of a young man in the city of Chicago was already as illegal as could be.
Chicago Municipal Code § 8-20-040(a) mandates that;
All firearms in the City of Chicago shall be registered in accordance with the provisions of this chapter. It shall be the duty of a person owning or possessing a firearm to cause such firearm to be registered. No person shall within the City of Chicago, possess, harbor, have under his control . . . or accept any firearm unless such person is the holder of a valid registration certificate for such firearm. No person shall, within the City of Chicago, possess, harbor, have under his control . . . or accept any firearm which is unregisterable under the provisions of this chapter.
.37. Chicago Municipal Code § 8-20-050 provides: “No registration certificate shall be issued for any of the following types of firearms: . . .(c) handguns . . .” While Section 8-20-050(c) provides exceptions for certain handguns owned prior to the law’s effective date, and handguns owned by police officers, security personnel, and private detectives, the provision, in conjunction with Section 8-20-040, generally bars the private home possession of handguns by law-abiding adult citizens.
38. Chicago Municipal Code § 8-20-090(a) provides: “A registration certificate shall be obtained prior to any person taking possession of a firearm from any source.”
39. Chicago Municipal Code § 8-20-200 provides:
(a) Every registrant must renew his registration certificate annually. Applications for renewal shall be made by such registrants 60 days prior to the expiration of the current registration certificate.
(b) The application for renewal shall include the payment of a renewal fee as follows:
1 firearm . . . . $20.00; 2-10 firearms . . . . 25.00; More than ten firearms . . . . 35.00
(c) Failure to comply with the requirement for renewal of registration of a firearm shall cause that firearm to become unregisterable.
To possess or purchase firearms or ammunition, Illinois residents must have a Firearm Owner’s Identification Card, which is issued by the state police. The weapons used to kill my brother were completely legal, innocuous items.
What am I driving at?
The gun is not the issue, the criminal did not care about breaking the law in possessing it, the law did not stop him. He was lawless, a criminal. He respected neither life nor property and no matter what the law, this one chose to break it. If the possession of the firearm was the issue here, this young murderer would be tried and convicted for a gun crime. Not even the gun ban happy bunch in Chicago missed this point. The perpetrator was tried and convicted of MURDER. The tool he used is a subordinate issue. The MURDER trumps all and the other crimes are considered as aggravating circumstances.
The problem is that innocents are murdered. The tools used are more or less efficient, true but the wrong lies entirely with those who pulled the trigger or weilded the knife, the 4×4, the rock, the rope, the fists, the screwdriver, the car, the fire, the glass, the hammer, the pillow, the poison……….
What is Murder?
Definition; The unlawful killing of one human by another, especially with premeditated malice. Poor Blair Holt.
The fact that his young, promising life was stolen from him has been overshadowed by the method by which it was stolen. He has been reduced to an overqualified symbol for fools or deviants that seek to disarm Americans.
Blair Holt. The name has star quality. Apparently Blair stepped in front of a schoolmate to protect her as the slime began shooting his thoroughly banned, illegal handgun, that nevertheless killed Blair Holt.
Blair Holt was a talented, thoughtful, loving boy. What a terrible loss.
>snip<
During the three hour service, speakers talked about the need for more gun control. Congressman Bobby Rush says he is introducing a new bill called “The Blair Bill.”
They should have honored that boy by spending every second of that service remembering HIM.
I want everyone to know that Blair Holt is not a bill. Blair Holt is not to be reviled by those who fear the loss of their rights.
No. Blair Holt is being misused much like the tool used to kill him was.
Blair Holt is a murder victim, a beloved son and friend, not the means for the undoing of the US Constitution.

Below is information provided by Field-and water
Here are some facts that pertain to H.R. 45
Most likely all US citizens will have to register their firearm(s) with the government. All Canadians must do this now and those who didn’t do it, were arrested, charged and sent to prison.
Police will not need a warrant to enter your premises if and when you violate any laws that pertain to HR 45.
Your medical records will be the final determination of your ability to own a firearm legally.
If your wondering about the third one , here’s some news for you. Once the new administration approves the nationalization of medical care (btw-that was slipped into the stimulus package), your medical records will be stored in a central data base, therefore the government will have access to your medical records.
One thing in the doc that caught our attention here at Field-N-Water was this snippet,
(1) IN GENERAL. It shall be unlawful for any person other than a licensed importer, licensed manufacturer, licensed dealer, or licensed collector to possess a qualifying firearm on or after the applicable date, unless that person has been issued a firearm license . . .
H.R.45 was introduced on 1/6/2009 and on 2/9/2009 it was passed up the House subcommittee and then quickly referred to the subcommittee of Homeland Security.
Who is Bobby Rush?
Another thing about this bill that stinks to high heaven is it’s sponsor. That someone is Bobby Rush a representative from Illinois. Wait ! Isn’t that where president Barack Obama is from ? Don’t Rush and Obama both work for the Congressional Black Caucus together ? In January 2007 didn’t Bobby Bush call Barack Obama a son ?
“Barack is a favorite son. We come from the same neighborhood and represent the same constituency, and I’m going to be with my constituency and Sen. Obama.” 1/2007 Chicago Sun Times
It is so strange that the sponsor for HR 45 is from the same state as the new president elect. Oh, and it it’s no secret that Bobby Rush and Hilary Clinton are best buds. They go way back and both are for tough gun laws, because guns scare the crap out of them. Especially for Bobby. Bobby Rush has every right to be scared of guns. A friend of Bobby Rush, Fred Hampton, who was killed on December 4, 1969. He was gunned down in a hail of gun fire. Sure this must have had an impact on Bobby’s life. After all if Bobby Rush didn’t desert the US Army and go AWOL during the Vietnam war in 1968 his friend Fred might still be alive.

- Bobby Rush
You see Bobby Rush went missing from The US Army in 1968, and became the co-founder of the gangster-ridden Illinois branch of the Black Panther Party. During this time he recruited Fred Hampton, who was killed in a police shootout. Soon after that deal went south, Bobby Rush went to prison in 1969, for the illegal possession of firearms.
Today, Bobby Rush (Democratic) represents the First District of Illinois, which includes the Nation of Islam led by the racial demagogue Louis Farrakhan. Rush told a congressional hearing that “The future of race relations will be determined by reparations for slavery”, and wants taxpayers to pay $8 trillion to black Americans.
In 2002 Rush’s nephew was arrested and charged with murder in a case involving a South Side drug deal.
In October of 2008 Jeffrey M. Rush, Bobby’s son was sent to prison for having sexual encounters with female inmates and arranging encounters with others while serving as a state prison official.
To think this man works closely with the Obama administration is a very scary thing. So who is this new gun control bill supposed to protect…The law abiding citizen or the criminals who could give a crap ?
FYI, criminals do not want law abiding citizens to own guns. It makes it much harder for them to intrude your home while committing robbery, murder and rape. HR 45 will make it much easier for criminals to invade your homes.
You should contact your representative immediately and ask that they oppose H.R.45 as well as any other upcoming efforts towards national firearms licensing.

My name is Samia Young and I went to school with blair, I think that this bill should definitely be passed. And anyone who didn’t experience this first hand has no idea just how crazy the South side of Chicago is. There is no one or nothing to protect the kids over there.
Samia,
First, let me tell you how sorry I am for the loss of your friend. I wish I could have met him as it is clear that he was someone that I would have been proud to have been able to get to know. He was a true hero. There are too many people (not just young people) that don’t care enough about their fellow human beings to actually give their own lives in attempt to help someone else.
Let me also tell you that while I understand the sadness and the anger as well as the genuine desire to somehow stop the violence in your city…that change is not going to come through another emotionally motivated gun-law that will only INCREASE the violent crime. This law will require all handguns to be registered and those records will be kept for future use. You must understand that this means that ONLY the GOOD-GUYS will be registered. The bad-guys do not get their guns at the store. This will not keep a single gun out of the hands of the bad-guys. The person who killed Blair had an illegal gun. (against the law) The person who killed Blair had it on the bus. (against the law). The person who killed Blair committed murder. (against the law). The person who killed Blair did not care about some law. He would have broken all of those laws and killed Blair even if all guns were completely illegal. The problem is NOT the gun…The problem is the violent person. There will ALWAYS be the next violent person who will completely ignore every law. There are millions of us out here who would have stood up to protect Blair if given the chance. Making it more difficult and even illegal to protect ourselves and one-another is not the solution. Gun control will ALWAYS make the bad-guys more confident because they know that ONLY THEY have the guns. This causes the violent gun-related crime to up…every single time, in every single town, city, state and country where they do it. Again, I am sorry about your friend. I wish I had been there to help him
